The rule comes from the Bengal Eastern Frontier Regulation of 1873 and has not changed. What has changed is the application process, which is now entirely online and takes a few minutes to complete.
Step 1: Go to the Official Portal
The government's official ILP portal is at eilp.arunachal.gov.in. This is the only channel you need. Create an account using your phone number and email, then log in to begin your application. Third-party websites that offer to apply on your behalf for a fee are unnecessary: the official portal is straightforward, and the fee goes directly to the government.
Step 2: Enter Your Travel Details
You will be asked for your personal details, your entry gate into Arunachal Pradesh, the districts you plan to visit, and your travel dates. The entry gate matters. For the Tawang circuit (Bomdila, Dirang, Tawang), your entry is at Bhalukpong. For Ziro and the Itanagar area, it is Naharlagun. List every district you might enter: the permit specifies districts, and checkpoints cross-reference. For the Tawang circuit, select West Kameng and Tawang. For Ziro, select Lower Subansiri. If you are combining circuits in one trip, select all relevant districts in a single application.
Step 3: Upload Documents and Pay the Fee
You need one valid government-issued photo ID: Aadhaar card, Voter ID, or passport. You also need a recent passport-sized photograph. The fee is ₹300 per person for permits up to three days, and ₹500 per person for four to fourteen days. The maximum validity of a single permit is 14 days. If your trip is longer, you can extend at the DC Office in Itanagar or any district headquarters once you are inside the state. Children under 14 do not need a separate permit but must travel with an adult who holds one.
Step 4: Download, Print, and Carry
Once approved, which typically happens the same day and sometimes within a few hours, you will receive your eILP by email. Print it. Keep a physical copy and a digital backup. Checkpoints on the Tawang road in particular may not always have reliable connectivity or scanning equipment. A screenshot on your phone is not a reliable substitute for a printed permit.
Apply at least three to five days before your travel date. Approval is usually fast, but if there is a document mismatch or a technical issue with the portal, you want time to correct it before departure.
Mistakes That Get People Turned Back
Not listing all districts is the most common problem. A permit that shows Tawang only will not cover you if a checkpoint finds you in West Kameng. Apply for your full route. Applying for too few days is the second: the Tawang circuit from Guwahati takes a minimum of five nights, so a three-day permit will not cover the return leg. Forgetting to print is the third: digital copies fail at remote checkpoints, and the consequences are a wasted day while you drive back for a printout.
Confusing the eILP with the Protected Area Permit (PAP) or Restricted Area Permit (RAP) is also common. Indian nationals need an eILP through eilp.arunachal.gov.in. Foreign nationals need a PAP or RAP through the Ministry of Home Affairs in Delhi, which is a different and more involved process. The eILP specifically covers Indian citizens.
